Summary

West Feliciana Parish, a rural but rapidly growing rural parish north of Baton Rouge, recognized the opportunities and challenges that future growth could bring. Beginning in 2007, CPEX, Fregonese Associates and Janet Tharp worked with citizens, stakeholders, and the Police Jury to develop the Parish’s first comprehensive plan. The plan, which is aligned with the Louisiana Speaks Regional Plan, will serve as the Parish’s blueprint for long-term future development while maintaining the Parish’s unique rural character.

Throughout the planning process, West Feliciana citizens and stakeholders clearly expressed their shared vision for the future during workshops, meetings, interviews, and other public input opportunities.

Early on, the consultant team helped develop a set of guiding principles that reflected public and stakeholder input.

Outcome

Following a series of public workshops where citizens designed their vision for the Parish, we created land use scenarios to assist the public in deciding how to accommodate the potential growth forecasted over the next few decades. The final plan includes a master land use plan for a new community; a set of streetscape design standards that will foster transportation connectivity; and urban design standards that will help shape a livable, walkable community.
