CPEX’s partnership with the Louisiana Recovery Authority produced Louisiana Speaks, a regional plan reflecting resident preferences for storm protection, coastal restoration, transportation, economic development, and housing. This initiative involved more than 27,000 residents from 35 hard-hit parishes in what is said to be the nation’s largest-ever recovery, redevelopment, and planning effort to date.

CPEX and LED released the Louisiana Land Use Toolkit, providing model standards for planning sustainable communities, as well as hands-on tutorials with LA Realtors throughout the state.

CPEX and AARP Louisiana formed the Sustainable Transportation Action Committee (STAC) to advocate for safer streets for bicyclists and pedestrians and improved transit in Baton Rouge.

CPEX partnered with CPRA to launch the Coastal Louisiana Land Use Toolkit, providing strategies and model standards for sustainable development and flood risk reduction in vulnerable coastal areas.

CPEX formed the CONNECT coalition, bringing together partners from across the Baton Rouge-to-New Orleans super region to develop and implement policy to improve multi-modal transportation options throughout the region and the state.

CPEX led a large cohort of partners and volunteers to create Better Block Government Street, showcasing community vision and spurring a $13M investment to transform Government St. into a destination corridor.

The Complete Streets Policy developed by CPEX, AARP, and Baton Rouge STAC in partnership with the Mayor’s office was unanimously adopted by the Baton Rouge Metro Council.

CPEX completed the Gonzales Comprehensive Plan and rail station concept for the City of Gonzales.

CPEX published View from the Coast to highlight needs and priorities of coastal communities and provide policy recommendations for state and federal hazard mitigation and resilience programs.

CPEX led the Perkins Overpass Better Block and MidCity Street Smart Neighborhood Connectivity demonstration projects, leading to private and public funding for implementation of improved bicycle and pedestrian infrastructure.

After the 2016 floods, CPEX conducted Resilience Workshops in Lafayette and Baton Rouge to help local officials learn how to facilitate design and implementation of multi-benefit resilient infrastructure.

CPEX began a partnership with the LSU AgCenter to provide community planning and design focused on improving health outcomes in high-need rural parishes.

CPEX, Gonzales, and the USDA helped the Silverleaf Neighborhood complete a buy-out to escape repetitive flooding and move to higher ground.

Downtown is now home to 644 businesses, 29,208 jobs, 9,298 residents, and 1,000 annual events. The Government St. redesign project begins construction, 48 new businesses have opened.

This same year, CPEX led the development of and co-authored the LA SAFE adaptation strategies –six community-driven resilience plans for managing land loss, growing flood risk, and population shifts.

Elizabeth “Boo” Thomas retires and Camille Manning-Broome, who had been leading CPEX’s statewide planning efforts since 2007, is selected to be the President and CEO.

CPEX convened Governor John Bel Edwards and his Cabinet for a 2-day Resilience Workshop that resulted in executive orders creating Louisiana’s first Chief Resilience Officer and the Climate Initiatives Task Force, which is responsible for creating the Louisiana Climate Action Plan.

CPEX launched the game Water You Gonna Do? — designed to help local leaders consider how land use and policy decisions affect flood risk in their communities and regions.

CPEX published Rising Above: Climate Change Adaptation Manual for Communities in Louisiana to address the needs of residents, local governments, and state entities to adapt to future climate conditions and reduce risks.

CPEX completed the Coastal Community Resilience Planning Guide, which provides free, online tools for communities to assess their vulnerabilities, develop strategies, and prioritize actions that will build long-term resilience.

CPEX partnered with UrbanFootprint, food banks, and other local organizations to develop and deploy the COVID-19 Recovery Insights Platform to better understand the pandemic’s effects on housing, employment, and food insecurity; identify areas of growing need; and enable targeted resource allocation.

CPEX engaged Baton Rouge residents to think about their neighborhoods in a new way with the 20-Minute Neighborhood Bingo Challenge. CPEX’s Neighborhood Bingo was published nationally and is being used across the country.

CPEX played a pivotal role on the Governor’s Climate Initiatives Task Force, helping craft the Gulf South’s first Climate Action Plan. This plan laid the groundwork for addressing greenhouse gas emissions, fostering resilience, and diversifying Louisiana’s economy.

The completion of master and strategic plans for Southern University and the Scotlandville community marked a significant step forward in addressing decades of disinvestment. These plans aim to strengthen economic revitalization, housing opportunities, walkability, and cultural placemaking, fostering a healthier and more prosperous North Baton Rouge​.

CPEX partnered with the Louisiana Division of Administration to help create the Office of State Planning to support comprehensive planning at the state level and provide assistance to local governments, marking significant progress toward a unified vision for Louisiana’s future​.

CPEX hosted a workshop for Governor John Bel Edwards and key agency staff to prepare Louisiana to access nearly $700 billion in funding from the Infrastructure Investment and Jobs Act (IIJA) and the Inflation Reduction Act (IRA).

CPEX and BRAF co-developed the Louisiana Clean Energy Fund, a “Green Bank” designed to attract private investment and federal resources to support low-carbon, climate-resilient infrastructure in disinvested areas.

CPEX worked closely with the City of Baton Rouge and other stakeholders to draft a Complete Streets Ordinance, a significant milestone in improving the safety and accessibility of public streets. This ordinance, co-written by CPEX, was unanimously adopted by the East Baton Rouge Metropolitan Council, reinforcing the city’s commitment to creating safer, more accessible streets for all.
