Summary

This was the first planning effort undertaken by the town of Madisonville. The town recognized that sprawling suburban growth, increased traffic, and a historic lack of guidance or vision all posed risks for the town. Madisonville was also grappling with substantial flooding and environmental threats; it is in the coastal zone, and many properties are subject to powerful storm surge and flooding.

The rising cost of insurance and elevating buildings threatens the viability of the community and complicates accessibility for an aging population while development sprawls out into sensitive wetland areas.

Through an extensive public engagement process, CPEX developed a Town Vision that defines visionary goals and grounds them in feasible project recommendations. Recommendations include enhancing the riverfront park, improving parking and beautifying the streets, and regulating new development so that it fits in with the town’s existing character.

The project implementation matrix provides Madisonville’s officials, town staff, and plan advisory committee with a method for setting priorities, breaking down projects into discrete phases, and identifying potential project partners and funding sources.

Outcome

The town of Madisonville has formed an Implementation Committee and is actively pursuing the priorities identified in the implementation guide provided by CPEX.
